Meals on Wheels UK National Analysis Report (2026)

This national report presents the first UK-wide analysis of Meals on Wheels service provision, predicted demand, and potential unmet need across 374 Local Authority Districts.

Developed by researchers at the University of Bristol as part of the Meals on Wheels UK project, the report combines social care research, UK Government population data, and geographic service mapping to provide a national overview of where Meals on Wheels provision is currently available, where predicted demand is highest, and where potential gaps may exist.

The report translates complex national datasets into accessible insights that can support strategic thinking around preventative food support services for adults with care and support needs.

The report:

• Maps the geographic distribution of Meals on Wheels services across the UK

• Estimates predicted demand for Meals on Wheels using demographic, health and social vulnerability indicators

• Identifies potential supply–demand gaps across Local Authority Districts

• Provides national context to inform local planning and service development

• Highlights opportunities for more equitable access to preventative meal support services

The analysis is informed by a set of population-level indicators associated with predicted need for Meals on Wheels services, including age, disability prevalence, living arrangements, ethnicity, deprivation, general health, and geographic isolation.

The resource is suitable for:

• Local Authority Adult Social Care and Public Health teams

• Integrated Care Boards and NHS system planners

• Health and Social Care Trusts

• Voluntary, community and social enterprise organisations

• Meals on Wheels providers

• Researchers and policy organisations working in ageing, nutrition and social care

The report is released as an open-access national overview designed to support understanding of the Meals on Wheels landscape across the UK.

It forms part of a wider programme of work within the Meals on Wheels UK project aimed at strengthening evidence for preventative meal support services and supporting more equitable access to food for older adults and adults with care needs.

Local-level data analysis reports building on this national work are available separately for organisations seeking more detailed insight into service provision, predicted demand, and potential gaps within specific Local Authority Districts.

By providing the first UK-wide overview of Meals on Wheels provision and potential unmet need, the report aims to support more informed conversations around prevention, independence, and community-based support for vulnerable populations.
